School board approves Feb. 13 agenda and consent items; requests boundary options for Freeman and Godwin

The Henrico County School Board at its Feb. 13 work session approved the meeting agenda and a consent agenda that included items 5.01 and 5.07, and asked the superintendent to return options on short‑term boundary adjustments.

A motion to approve the agenda was moved by Mr. Irving and seconded by Miss Atkins. Chair Shea called for the vote and said “The ayes have it.” The motion carried; no roll‑call vote or detailed tally was recorded in the transcript.

Later in the meeting a separate motion to accept, adopt, approve and/or award items 5.01 and 5.07 on the consent agenda was moved by Mr. Young and seconded by Mr. Irving. Chair Shea again called for the vote and announced the consent agenda was approved. The transcript records the vocal “Aye” but does not provide a member‑by‑member roll call in the record.

Under unfinished business the board formally requested that Superintendent Dr. Cashwell return boundary‑adjustment options at the board’s next meeting. The request asked staff to examine two components: minor adjustments to attendance zones for Freeman and Godwin to balance enrollment, and options that account for potential growth from planned developments affecting Henrico and Highland Springs high schools. The board asked that recommendations limit disruption to students and families, include a process for public engagement and offer phased timeline options.

The meeting also held a public hearing on the recommended fiscal year 2026 annual financial plan; no speakers were present to comment.

The board announced its next meetings for Feb. 27 (3 p.m. work session; 6:30 p.m. monthly meeting) in the Newbridge Auditorium and adjourned.
