Troutdale council declines to endorse Mount Hood Community College May bond levy

Troutdale City Councilors discussed on Feb. 25 whether the city should officially endorse Mount Hood Community College’s planned May facilities bond levy. The council decided not to endorse the bond measure as a body, leaving the matter to individual councilors and voters.
During the discussion Councilor Carol Allen said she was not comfortable adding her official council endorsement because Troutdale is likely to ask voters for significant local funding for police and fire in the near term and she did not want to increase taxpayers’ total burden. Other councilors said individual councilors may support the bond personally but did not express council-level support that night. Staff confirmed the city has not historically endorsed outside jurisdictions’ bond measures during the past eight to 11 years of council practice.
Mayor Ritma said the council’s silence should not be read as opposition; rather, the council declined to make a formal endorsement. The council did not take a roll-call vote on the matter; staff will not submit an endorsement to the voter pamphlet on the city’s behalf.
