UEA approves development agreements for Blockhead Brew Works and Cutler Properties in downtown La Porte

The La Porte Urban Enterprise Association voted to approve development agreements for two downtown redevelopment projects, authorizing a $200,000 special grant for Blockhead Brew Works at 1100 Lincoln Way and a multi-year grant schedule for Cutler Properties at 822 Lincoln Way.
The agreements were presented by staff member Mr. Cook and contain terms the board directed at earlier meetings. Under the Blockhead Brew Works agreement, the UEA will provide a $200,000 special grant to assist with building improvements; that grant is matched dollar-for-dollar by the Carpenters Union and by Blockhead Brew Works. The agreement requires Blockhead to occupy and operate at the Lincoln Way location for a minimum of three years and to complete the project no later than Dec. 30, 2025 (as written in the agreement). The UEA will hold a lien on the property that is released in thirds each year (33% per year) as the company meets the agreement’s criteria. The agreement states the lien is listed as a first-position lien but acknowledges that, if the company finances part of the project, the UEA may take a second position to allow the company to secure financing for equipment or furnishings. The agreement requires the company to maintain normal restaurant business hours — at least five days per week — during the three-year occupancy period.
Mr. Cook said attorney Matt Hagenau drafted the agreements; Blockhead’s attorney reviewed and the company has already signed the agreement to expedite implementation. The board passed a motion to approve the Blockhead agreement; the transcript records one abstention but does not record the abstaining member’s name.
The Cutler Properties agreement covers phased, matched grants for redevelopment of the second and third floors at 822 Lincoln Way. In 2025 Cutler Properties is eligible for $21,400 for interior demolition, new HVAC and electric service, floor repairs and a small restroom and work sink on the second floor. In 2026 the property is eligible for $36,400 for a new storefront entrance and staircases to connect the first, second and third floors. In 2027 the property is eligible for $46,400 for construction of 10 private studio office/creative spaces on the third floor, replacement of third-floor windows and doors, and installation of a metal fire escape. Each payment is disbursed after the applicant provides satisfactory documentation and the city engineer inspects the completed work. The project must be completed no later than Dec. 31, 2027 (as written in the agreement). The board passed a motion authorizing staff to execute the Cutler Properties agreement.
Both items were framed as the formal memorialization of terms the board had already approved in prior meetings. Mr. Cook asked for a motion for the board to authorize his signature to execute the documents; motions carried and staff will proceed with execution and public announcement procedures.
Ending: Staff said the city plans to issue a press release announcing the Blockhead project pending execution of the agreement and will proceed with the Cutler Properties schedule once paperwork and inspections are in place.
