The Capitola City Council on Feb. 20 approved a resolution to allocate $25,000 from the restricted Public Art Fund as a matching contribution to support a National Endowment for the Arts grant application for artwork at the Rispin Mansion.
Art and Cultural Commission representatives and staff told the council the match would help the city leverage additional grant funds for the project; staff said that if the NEA request is not awarded, the $25,000 would remain encumbered in the Public Art Fund for future art projects. The Council adopted the allocation by roll call vote.
Several speakers and councilmembers discussed the ordinance that governs the Public Art Fund. Resident Gail Ortiz read language from the city’s public‑art ordinance and argued the ordinance requires the city to budget 2% of capital improvement project funding for public art. City staff replied that the ordinance language dates to 2004, the city has historically applied the ordinance primarily to private development thresholds, and staff recommended an ordinance cleanup to clarify when and how the city contributes. Councilmembers asked staff to return with clarifying language in a future agenda item.
The council’s resolution formally encumbers $25,000 of the Public Art Fund to support the grant application. The vote on that resolution was unanimous among voting members present.
