Wayne County Board of Education adopts amended resolution to sell old Fremont School property

The resolution lists the property's size as approximately 8.5 acres and a stated fair market value of $1,230,000.
Board members discussed procedural points before voting. Board attorney Dan provided a legal interpretation of the resolution's language clarifying who must accept a winning bid: "that is supposed to mean the full Wayne County Board of Education by majority vote," he said.
The resolution says Wayne County was offered the right of first refusal under North Carolina General Statute 115C-518 and declined. It directs that the sale follow sealed-bid procedures under North Carolina General Statute 160B-268, requires the advertisement for bids to run at least 30 days before the bid-opening date, and specifies that any accepted bid must be approved by the full board to be effective. The amended resolution also supersedes a previous resolution on the matter passed on Feb. 3, 2025.
A board member moved to adopt the amended resolution and the motion was seconded by Mr. Latham. The board approved the resolution by voice vote, reported as 6-0 in favor.
The resolution authorizes the superintendent, the board chair and the board’s attorneys to take the actions and sign the documents necessary to complete the sealed-bid process. The board did not vote on any sale or on acceptance of any specific bid during the Feb. 26 meeting; the sealed-bid opening is scheduled for April 7, 2025, at 2:00 p.m.
Documents read into the record list several parcel identification numbers associated with the property and give the mailing address as 101 North Pine Street, Fremont, N.C. 27830. The resolution as read names the listed statutes as the governing legal authorities for the process and sets the timeframe for advertisement and bid opening.
No further action on the property was taken at the meeting. The board adjourned after the vote.
