Board rejects amendment to preserve roster spots for Franklin County students when foreign exchange students make teams

A proposed policy amendment to preserve roster spots for Franklin County students when foreign exchange students make sports teams drew lengthy debate at the Feb. 10 school board meeting and was rejected on an evenly divided vote.
Board member Patrick Agee presented the amendment, saying it would "preserve that spot" for a local athlete who would otherwise be displaced when a foreign exchange student made a roster. Agee repeatedly framed the proposal as valuing the commitment and character of students who have worked to earn positions. "What this amendment... is saying is our students here, they have a place and they've earned it," he said.
Opponents, including members of the policy committee and other board members, said the change would amount to micromanaging coaches, reduce flexibility and create administrative complications for roster size in future seasons. "I don't really like micromanaging coaches," said one board member during the committee discussion. Policy committee members voted 7–1 against forwarding Agee's amendment.
The board took a roll-call on the amendment; the vote was tied 4–4, so the amendment failed and the existing JECI policy remained unchanged. The board thereafter voted to approve the set of policy updates recommended by the policy committee (with JECI retained as drafted by the committee).
The debate drew discussion about small-division realities (single middle and high school in the county), coach workload, and the importance of providing opportunities for local students. Board members said the matter may be discussed further with athletics leadership but did not adopt the amendment at this meeting.
