Board approves joining regional Student Data Privacy Consortium agreement

The Franklin County school board approved participation in the Virginia Student Data Privacy Agreement offered through the Student Data Privacy Consortium on Feb. 10, citing improved contract oversight for third-party digital vendors.
Mr. Morrison introduced the agreement and said the division vetted it with legal counsel and the policy committee. "We decided to contact the Alliance," he said, introducing a consortium representative. Grama Hawley, who said she represents The Education Cooperative (TEC), described a national program that aggregates multiple state exhibits into a standard DPA. "We started off with just Massachusetts, and now we're in most all of New England, Virginia, Ohio, Missouri, Tennessee, 11 states altogether," Hawley said.
Staff told the board that the consortium model gives smaller districts stronger negotiating leverage because vendors can sign once for multiple subscribing districts; if vendors request modifications the consortium's attorney negotiates directly. The board asked about breach-notification timing under Virginia law; consortium representatives said New York's stricter regime often lifts contractual standards and that the consortium will negotiate timeframes where necessary with vendors.
A board motion to approve the contract passed by voice vote. Staff said there is no fee for the standard agreement and that the consortium maintains a roster of DPAs districts may piggyback onto.
