After returning from an executive session on Feb. 24 to review the performance of a public employee, Sequim City Council moved and approved an adjustment to the city manager's salary consistent with the employment agreement and equal to the percentage of the annual cost-of-living adjustment granted to non-represented staff.
What happened: The council convened an executive session, citing RCW language permitting review of public-employee performance. After the closed session the council reconvened in open session and a council member moved "to adjust the city manager salary as allowed pursuant to section x3 of the employment agreement and the same percentage as the annual cost of living adjustment provided to non-represented staff as calculated from January 1." The motion was seconded, no opposition was recorded, and the motion passed.
Legal basis: Council announced the executive session under Washington state law (the transcript records RCW references during the session announcement). Council discussed the adjustment in open session and enacted the salary change by motion; the council did not state the final percentage in the public record during the Feb. 24 motion.
Ending note: Council adjourned and reconvened for the regular meeting after the executive session; the salary adjustment was approved in open session by voice vote with no recorded opposition.
