Inspector Jensen (City of Clearwater Code Compliance) told the board the property’s exterior continues to deteriorate: eaves troughs are hanging, much of the roof shingling is gone, and exposed sheathing is present. Jensen said repeated attempts to contact the owner, Patricia Depriest, have been unsuccessful and neighbors reported she had not been seen recently. Jensen said prior efforts to connect the owner with city grant programs were unsuccessful because the owner would not participate.
A board member moved to accept the affidavit of noncompliance and to issue an order that imposes fines and authorizes the city to foreclose, collect, or settle a lien if fines remain unpaid three months after filing. The motion passed on a voice vote. The order requires correction of the exterior-surface violations; the board record notes the property may be subject to elevated enforcement if future complaints are received.
