Representative Phillips introduced House Bill 5513 to codify the Division of Motor Vehicles’ business practice on how long a learner’s permit must be held before an applicant can take a road test and to limit permit renewals.
Bud Craddock, administrator for the Rhode Island Division of Motor Vehicles, told the committee that the DMV has long required anyone older than 18 to hold a learner’s permit for one month (30 days) before taking the road test and that the bill would also limit permit renewals to one. Craddock framed the proposal as codifying long-standing business practice and said neighboring states use similar timelines; he said the shorter adult waiting period reflects workforce needs for adults who may need a license to work.
Committee members asked why adult waiting periods differ from the six-month waiting period applied to younger drivers under graduated licensing rules. Craddock said the policy reflects interstate practice and the different needs of adult applicants. Representative Knight and Representative Papalasquez spoke in support or raised clarifying questions about parity between youth requirements and adult provisions.
The committee concluded the hearing on HB5513; no committee vote was recorded at the hearing.
