City to forward HanHui Garden final acceptance and bench purchase to council amid $50,000 fundraising shortfall

The staff presentation said the contractor (recorded in packet as Landscape of Washington LLC) completed work per the scope and staff was pleased with the performance.
Bench purchase and funding: the Korean American Association raised $15,000 toward 15 benches; after consulting park standards staff determined the full procurement at current standards would total $26,144.95. Staff proposed the city fund the $11,144.45 difference from the capital projects fund and to purchase under the KCDA cooperative purchasing agreement with Northwest Playground Equipment Inc. Staff said the benches are six‑foot, backless style with center armrests per park standard to discourage sleeping and to meet durability expectations.
Funding shortfall for garden completion: council members and staff discussed an overall reported fundraising shortfall of about $50,000 for garden completion, noted by former Mayor Park. Staff said the city is in discussions with the Federal Way Korean American Association and that King County funds originally allocated (referred to in the record as a King County "lehi" amount) may be considered for backfill; staff said no city commitment had been made and that any city contribution would be brought through the parks committee for consideration.
Committee action: the committee forwarded both the final acceptance and the bench-purchase authorization to the March 4 consent agenda. The acceptance motion was recorded as carrying 2–0. The bench purchase motion was forwarded by voice vote.
