Neighbors press Tampa for relief as South Howard flood project draws fierce debate

Tampa — City engineers told the City Council workshop that a proposed South Howard flood relief project aims to add drainage capacity to move millions of gallons out of the East Peninsula basin to Tampa Bay, but dozens of residents and several council members pressed for alternatives, short-term fixes and clearer outreach before the design moves ahead.
The stormwater engineering manager, Yuan Li, said the project is aimed at neighborhoods where flooding “has been a major concern for the past decades,” and presented the budget the administration is carrying: "The total budget we have for this one is $64,500,000," she said, describing a mix of funding sources that includes a stormwater assessment fund and a $10 million FDEP reimbursement.
Councilmembers and neighborhood representatives disputed the project’s scope and route selection. Councilmember Clendenin said Bristol Avenue had been removed previously by vote and pressed staff to clarify that the corridor would not reappear. Councilmember Carlson and others said the public expected alternatives beyond the three corridors listed in the contract and argued for additional analysis and transparency.
The design-build team has been asked to study three corridor options that would connect to Howard — Bristol, Swan and Morrison — and staff said they will present the alternative analysis publicly in early May. Li also said early work and data collection are under way, and the administration had negotiated an $11 million contribution from the Tampa Hillsborough Expressway Authority conditional on final agreement.
Residents from Parkland Estates and adjacent neighborhoods described repeated household and street flooding during heavy summer storms and during Milton; David Adams, a homeowner who flooded, said: "I lost everything on the first floor," and urged council to proceed. Opponents and some South Howard businesses argued the route would tear up the commercial corridor and raised concerns about traffic and construction impacts.
Councilmembers emphasized different trade-offs. Councilmember Miranda and Councilmember Veera expressed deference to city engineers and urged the city to move forward because of the widespread flood risk; Councilmember Clendenin and Councilmember Carlson repeatedly asked for broader alternatives to be explored and for the public to see the analysis that informed the contract.
Staff said design work began in January, that public outreach materials were posted to a project website and that preliminary streetscape and hydraulics work will be shared at a public meeting planned for early May. Li said the project’s schedule targets design completion in roughly 18 months with construction shovels-in-ground in summer 2026, subject to permitting and final funding agreements.
Why it matters: neighborhoods in the South Howard basin have documented repeated structural and street flooding for years; the council and residents are weighing a major, multiyear public works intervention that will require major construction in established neighborhoods, trade-offs for businesses along Howard Avenue and coordination with regional partners and state grants.
The workshop did not produce a final vote on the project. Staff committed to present the alternative analysis, route comparisons and construction impacts to council and the public in May to address the objections raised during the workshop.
In closing, staff said short-term basin work (inlet sizing and targeted paving) would continue while the larger design proceeds.
