"If I were to be a doctor who walks into a place, performs my services, and leaves, that is not enforceable," Gramlich said, arguing that noncompetes can reduce patient access if physicians must leave a community to avoid contractual restrictions.
Gramlich said existing statute already largely excludes licensed health professionals from noncompetes and that the bill clarifies that point to reduce litigation and associated costs. Committee members asked procedural questions; no audience speakers registered opposition. The committee passed the bill by voice vote; the transcript records no roll-call tally.
