St. Mary's County Board of Appeals continues Otter Spa zoning appeal and variance to April 10

The St. Mary's County Board of Appeals voted 4-1 on Feb. 27 to continue both the Otter Spa zoning appeal (Otter Spa 23-0309) and an associated variance request to April 10, 2025, at 6:30 p.m. in the Commissioners Meeting Room of the Chesapeake Building in Leonardtown.
The continuances came after the applicant's representative requested more time so the full panel that heard the earlier portion of the cases could be present. Chair George Allen Hayden Sr. said staff had cleared April 10 as the next available date for both the zoning appeal and the variance request.
The continuances preserve continuity for the matters that began at an earlier hearing, the board said. Guy Bradley moved to continue the zoning appeal; Bridal Weaver seconded. The motion passed with four votes in favor and one abstention from a member who had recused himself from the earlier hearing. Bradley then moved to continue the variance request; Weaver seconded that motion as well. That motion also passed 4-1 with the same abstention.
Board members and staff emphasized that the April 10 date will be used to reconvene both items. Chair Hayden said the continuances were intended to allow the full panel that began the prior hearing to participate in the remainder of the proceedings.
In other business, planner Stacy Clements reminded the board that public outreach for the county comprehensive plan update remains open online and that responses are due by March 3. Clements also said the Board of Appeals/Planning Commission training is scheduled for March 19 from 10:30 a.m. to 12:30 p.m. at the Leonardtown Library; lunch will be provided and staff will circulate room details. The board's next regular meeting was set for March 13; Clements said three cases were listed for that evening — two critical-area cases and one variance from the subdivision ordinance.
A member of the board offered condolences on the recent death of Sal Raspa, noting Raspa's involvement in local schools and community boards. A staff member said she would look into whether the March 19 training could be recorded and would report back to the members.
