Board awards Hickory Lane reconstruction and final lift asphalt contract; work on creek crossing limited by fish protections

Director of Public Works (Speaker 2) said the village received six bidders for the Hickory Lane work, with low bids in the $2.1 million range and the low two separated by about $3,957.60. He told the board that the south creek crossing portion of the Hickory Lane project cannot be performed until after Aug. 15 because of protections for a shiner fish species. "We can't do the project... the creek we can't do until after August 15. Because of the fish," Speaker 2 said.
Why it matters: The corridor work includes pavement, guardrail adjustments and a substantial storm sewer upgrade that will increase drainage capacity and add 5-foot travel/pedestrian shoulders, affecting neighborhood access and drainage issues in the West End.

Staff said the project will keep the roadway open during work (unlike another local project) and will replace guard rails with smaller rails to improve mowing and sightlines. The work includes installing larger storm sewer piping (48-inch or oblong) and providing sump pump laterals for foundations in affected blocks. - Final-lift asphalt: Approved Stark Asphalt bid of $174,334 for final lift work; the approved price is well under the prior project budgeted amount of $300,000, freeing funds in the TID (Tax Increment District) account.
Environmental and permitting constraints Staff said the stream south of the bridge contains shiner fish, which designates that reach under endangered-species permitting; the creek crossing portion will be scheduled after August 15 and will require coordination with the Department of Natural Resources and permitting.
Ending Contracts were approved at the meeting; staff will set schedules with contractors after board approval and will return with timelines and site-specific plans, including sequencing to avoid the fish-protection window.
