House Education Committee advances transparency, fee‑waiver and district‑split bills; substitute and amendments adopted

The committee adopted the fourth substitute and additional technical amendments that increase employee protection timelines, clarify loan and bond proceeds allocation and permit retroactive use of a recently failed bond in certain geographic areas. The committee favorably recommended the fourth substitute as amended.
