House adopts resolution honoring Senator Judith Zaffirini as Texas Senate dean

The Texas House on Feb. 27 adopted House Resolution 46, honoring Senator Judith Zaffirini for her long legislative service and recognizing her as dean of the Texas Senate.
Representative Morales Shaw moved to suspend the rules to take up HR 46; the motion was adopted without objection and the House then read and adopted the resolution. The resolution text cited Zaffirini’s first election to the Senate in 1987, said she had cast “more than 72,000 consecutive votes,” and noted she had sponsored nearly 1,400 bills during her tenure.
The resolution’s sponsor, Representative Morales Shaw, told colleagues the words in the short resolution “are insufficient to capture and describe the magnitude of Senator Zaffirini’s impeccable service to the state of Texas,” and called it an honor to bring the measure forward. Representative Todd Hunter — who described a decades-long friendship with Zaffirini — said, “The senator and I have been very, very close friends. We’ve served together since 1989, and she’s been a great, great friend to South Texas.” Representative Richard Raymond said Zaffirini’s legislative work had helped people across the state and praised her record of working across the aisle. Representative Lulu Flores and Representative Ryan Guillén also offered remarks praising her public service.
The clerk read the full text of HR 46, which lists Zaffirini’s committee service, leadership roles, recognitions, and the naming of the Webb County Justice Center after her. After brief remarks the House voted to adopt the resolution by voice vote; the chair announced no objection and ordered it adopted.
Senator Zaffirini was present in the chamber for the recognition; members posed for photos after adoption.
The adoption of HR 46 was ceremonial and did not create a legal obligation or require further action. The House also ordered that the words of the resolution and the members’ remarks be printed in the House Journal.
