Judson ISD board approves targeted improvement plan for Kirby Middle School

The Judson Independent School District Board of Trustees on Thursday approved a targeted improvement plan for Kirby Middle School required by the Texas Education Agency to implement state-directed interventions.
The plan was approved by a 6-0 roll-call vote after a presentation that described the TIP as a compliance document TEA must receive by the filing deadline. The motion to approve the plan was moved by Trustee Faulkner and seconded by Trustee Macias; Trustees Stanford, Faulkner, Ryan, Macias and Salinas and Board President Conoyer voted yes.
The TIP matters because TEA requires campuses identified for federal improvement to submit this form before it will accept the campus's next steps. Dr. Fields, the district superintendent, told trustees the TIP for Kirby must be submitted by the TEA deadline and that the board's approval is needed to file on time.
Kirby's principal told the board the campus has been federally identified for multiple years and that the TIP is part of a TEA-directed remediation process. She said Kirby was a C during her first year, later dropped to an F under a new accountability scale, and that a history of ratings placed the campus into continued improvement status even when interim measures showed gains. She said, "This March 4 will be my third year at Kirby...There is improvement in my data that we have seen from MAP and from interim and even improvement from last year." The principal also described programmatic work at Kirby, including a STEM program and increased outreach for incoming students, and listed barriers to implementation such as time management and resistance to new procedures among staff.
Trustees asked how the TIP differs from campus-level strategic plans and pressed for clearer links between the TIP's stated strategies and specific interventions for subpopulations named in state accountability reports. Board members noted they expect more granular, campus-level strategic roundtables later in the year to review how resource allocation and tactics will support the TIP. Dr. Fields and administrative staff explained the TIP is a TEA-focused document that identifies target groups and high-level strategies; campus strategic plans and monitoring processes carry the operational detail and measures used to adjust tactics each nine weeks.
The board discussed resource limits: one trustee said that hiring additional counselors or interventionists would help middle schools but that the district must manage a deficit budget. The superintendent acknowledged resource constraints and said staff would continue to prioritize supports and return to the board with further details as part of the district's broader performance-management work.
The board recorded no amendments to the TIP during the meeting and approved the plan to allow the district to submit it to TEA.
