Council adopts 2024 International Fire Code, adds phase-in language for remodels

The Liberal City Council adopted Ordinance No. 4632 on a 4-0 vote to adopt the 2024 International Fire Code (IFC).
A city fire official told the council the city was moving from the 2006 fire code to the 2024 cycle and noted past practice had kept local codes aligned with the state fire marshal's 2006 code. "So, the last time the building department made a move, we decided we would stay so that we match the state fire marshal's office," the official said, adding that more jurisdictions are updating without waiting on the state.
The official highlighted an amendment in Chapter 11 intended to avoid immediate sprinkler retrofit requirements for existing businesses. He said the amendment allows existing buildings to remain as they are until "any remodel or upgrade to the occupancy results in the fire area being increased," and that without that change several businesses could be required to install sprinklers within six months.
Commissioner Warren moved to adopt the ordinance; Commissioner Parsons seconded. Mayor Laura, Vice Mayor Landry, Commissioner Parsons and Commissioner Ward voted yes, and the ordinance passed 4-0.
The official told the council that while the 2006 code reflected post‑Rhode Island fire responses that broadly expanded sprinkler requirements, the newer codes introduce more exceptions and refinements tied to modern construction and materials. No public comment was recorded on the item. The council adopted the code and directed staff to implement the related fee and administrative updates through the fee schedule.
