Mitzi Campbell, principal of Kenneth C. Bailey Academy, presented the waiver request and asked the board to also consider a permanent policy revision to BOE Policy 6:300 so that early graduation no longer depends on a minimum number of semesters but strictly on meeting approved graduation requirements. Campbell said the easing of pandemic graduation requirements makes early completion more common among current sophomores through seniors and that the proposed revision would allow age‑appropriate peers in alternative programs to graduate with their cohort.
Board members discussed the district’s funding model and staff confirmed funding is based on enrollment rather than daily average attendance, reducing past concerns about losing funding if students graduate earlier. The board approved the waiver and the recommended policy action by roll call, 7‑0.
