Commission asks staff to draft ordinance for school-zone speed cameras after study shows frequent speeding

Commissioners on Feb. 20 directed staff to prepare an ordinance and procurement plan to implement speed cameras in Pembroke Park school zones, after a town-conducted speed study found a large share of vehicles exceeding posted limits.
A staff presentation summarized a study that measured speeds during school arrival and dismissal and found that roughly half of vehicles were traveling “more than 11 miles an hour over the 15 mile an hour limit,” according to the manager. The item is enabling legislation; detailed procurement and vendor terms will follow for commission review.
The town attorney noted 2023 state changes that limit use of camera-collected information to the enforcement purpose and restrict general surveillance uses. The attorney and police representatives explained that a school-zone speed camera program differs from license-plate reader systems because cameras trigger only on a speeding violation rather than continuously recording all passing vehicles.
Commissioners directed staff, the police department and the town attorney to prepare an ordinance and — subject to procurement rules — to evaluate vendor options so that implementation steps can be considered at the March 13 meeting. No contract or camera locations were approved at the workshop.
