Commission approves $645,425 emergency payment for North Interceptor lining, amends O&M contract and OKs $310,000 design change for Mothers Brook work

The 4 Rivers Sewer Commission on Feb. 26 approved an emergency payment of $645,425 to cover repair and CIPP lining work on the North Interceptor and approved an amendment to the operation-and-maintenance contract to clarify the contractor’s authority and compensation for out-of-scope emergency work.
Paul Furlan, the commission administrator, told members the work addressed multiple short, highly deteriorated sections on an 18-inch reinforced concrete pipe along the railroad corridor; roughly 4,000 feet of the interceptor were lined in several segments after a collapse eight months ago exposed reinforcement and caused structural concerns.
"Some sections had the full reinforcing wire exposed on the crown of the pipe," Furlan said. "It was just a matter of time till we had issues out there. This was emergency work and we were able to get track time to do the lining in the nick of time." He told commissioners crews had to work from limited access points, use high-rail equipment and coordinate with the railroad to obtain track time.
Commissioners requested an itemized backup of the $645,425 cost; staff said documentation provided by the O&M contractor (Inframark) and the contractor’s subcontractors will be supplied to the board.
The commission also approved the first amendment to the existing O&M agreement to add explicit language allowing the operator to perform and bill for work outside routine maintenance when needed for emergency repairs. Commissioners voted to approve that amendment and then separately approved payment for the liner work itself.
Separately, the commission approved Design Change Order No. 3 for the Mothers Brook Sewer Project with Woodard & Curran in the amount of $310,000. Furlan said that change order covers engineering support tied to cleaning, inspection and lining work near the railroad tracks and the bypassing and dewatering required during those operations. He noted some Mothers Brook project work is funded through an EDA grant, and other segments remain in final design while court and permitting matters (wetlands/ConCom) are resolved.
The commission’s votes were unanimous. Commissioners asked staff to provide a more detailed cost breakdown for the liner invoice and to confirm oversight arrangements (Stantec provided on-site inspection, and the commission used an on-call arrangement for inspection services). Furlan said the emergency approach avoided a longer, competitive procurement that likely would have delayed repairs and raised costs.
