North Downtown stakeholders prioritize lighting, litter pickup and streetscape improvements

Fall River Redevelopment Authority members and staff discussed North Downtown (north Main/Purchase/Troy corridor) beautification at the Feb. 26 meeting, saying stakeholders prioritized improved lighting and regular litter pickup as top needs.
Staff described a community survey that ranked lighting and litter pickup highest, followed by flower beds and light-pole banners. Board and staff members said businesses will need to participate—storefront lighting, string lights or selective decorative lighting could be implemented in partnership with property owners. The group discussed a pilot for modern trash-and-recycling containers paid for by advertising; staff said implementation on city property would require a city procurement/bid process.
Staff also noted new local activity (Viva Fall River’s relocated welcome space and a proposed stage/patio) and private building investments (a bank renovation and other planned redevelopments) that could increase nighttime foot traffic and improve ambient lighting incidental to private uses.
Board members emphasized shared responsibility for cleanliness and encouraged coordination between property owners and the city’s cleaning schedule before making large capital investments. Staff said they will explore grant options for LED lighting and other improvements.
