Northfield Point work to be phased; grant timing uncertain amid federal delays

Fall River Redevelopment Authority staff updated the board on Feb. 26 that Northfield Point work will be phased and depends on grant funding and permitting.
Project staff said permitting is well underway: Bader is preparing minor modifications to the dinghy dock and walkway and the authority will file a notice of maintenance for the revetment work. Staff reported meetings with local condominium associations to secure property access and that a memorandum of understanding will be drafted to document temporary access across condominium property for construction deliveries.
The board heard that a large federal grant intended for mooring fields and the dinghy dock remains uncertain because of staffing and funding slowdowns in Washington; staff said a state contact was confident that, if the grant is funded, the project would receive the money but no award notice has been issued. Separately, staff said the Seaport Economic Council grant process (for revetment work) appears on track to open in June with award notifications around August, and staff plan to apply for that program.
Staff said they expect at least two bid packages (one for dinghy docks and moorings; another for revetment improvements) and that schedule phasing reflects the mix of funding sources and permitting timelines.
