Port Richey — The Port Richey City Council on Feb. 25 adopted an ordinance that bans public camping or sleeping on city property, approved a financing agreement to acquire a new Pierce Sabre pumper for the fire department and tabled consideration of an interlocal dispatch agreement with Pasco County until a future meeting.
The ordinance (No. 25-729) was read a second time and approved after no members of the public spoke during the hearing. The council also approved Resolution No. 25-20, authorizing the city to enter a lease-to-own financing arrangement for the new pumper with US Bancorp Government Leasing and Financing. The council approved routine business items, including minutes from Nov. 26, 2024, and Feb. 11, 2025, and the consent agenda.
The proposed interlocal agreement to move the city’s dispatch services to Pasco County was discussed at length and ultimately tabled to allow full council review and for staff to return with clearer cost and staffing analyses. Members who questioned the agreement asked staff to present supporting slides and summaries at the subsequent meeting.

Why it matters The camping ordinance creates a local prohibition the city can enforce on public camping or sleeping, codified in chapter 18 (article 4) of the Port Richey code of ordinances. The pumper financing commits the city to a multi-year lease-to-own financing structure; staff said the financing route yields a discount and schedules the first payment in 2026. The dispatch discussion touched on staffing, legacy sick-time and retirement liabilities if employees transfer, and comparative cost options the council considered; tabling leaves those finance and personnel questions open.
Council and staff said they will return with additional documentation and slide material about the dispatch options and the cost comparisons so the full council can revisit the interlocal agreement.
