The plan notes repeated backups on the Seventeenth Street line, which Mike called "at max capacity," and says the work is intended to relieve chronic surcharges that have caused backups and required repeated temporary fixes. He also described a separate Phase 2 set of projects that would rehabilitate or replace older mains identified during camera inspections performed in 2020 and subsequent flow testing.
Staff described force main routing challenges where the mains run along the CSX right‑of‑way and "jump back and forth" across tracks; one design option discussed was to route the pipe consistently along the west side of the CSX right‑of‑way to avoid future uncertainty about siting. In several places staff flagged existing concrete deterioration at lift stations and recommended either removing unsafe sections or making structural repairs before they become a hazard.
Board members asked about timing. Mike said Phase 1 design is under way and that he expects to advance toward construction by year‑end; Phase 2 design was described as a spring 2026 activity with construction possibly completing in 2028, depending on funding and permitting. He emphasized that the work remains in early phases and that costs and schedules will be refined as designs conclude.
