Committee advances MCPS CIP amendments and Burtonsville supplemental; Woodward eligibility shortfall prompts internal offsets

The Montgomery County Council’s Education and Culture Committee moved to forward MCPS’s FY25–30 capital amendments and a $1.3 million supplemental appropriation for Burtonsville Elementary School to the full council without recorded objection.

Superintendent Dr. Taylor and MCPS operations staff told the committee the board kept its six‑year CIP total unchanged from the previously submitted request but requested $21.6 million in additional local funding this year to cover timing and eligibility changes tied to several high‑school projects. MCPS said a major driver was a lower state aid eligibility determination for the Woodward High School project: the system had assumed roughly $80 million in state aid for the project during earlier planning; after the project bid and award process the Interagency Commission on School Construction reviewed the phases and applied lower eligibility, producing about a $39.8 million shortfall relative to MCPS’s previous assumption.
