Planning Commission approves RPA exception at 312 Shadow Walk with planting condition

The Falls Church City Planning Commission on Feb. 19 approved an exception to allow construction of a screened porch at 312 Shadow Walk within the seaward portion of a Resource Protection Area governed by the city's Chesapeake Bay ordinance. The commission's vote followed staff recommendation and public comment from the property owner and a tenant.

Staff said the proposed porch would be built over an existing raised deck, would not disturb soil in the seaward buffer and that the applicant proposed additional plantings to improve post-construction water quality. Planning staff recommended approval, and the commission added a condition requiring installation and ongoing maintenance of the plants in the WQIA.

Why it matters: The property lies inside the Chesapeake Bay RPA buffer; exceptions are allowed only when conditions prevent harm to water quality. The commission's approval and the added planting-and-maintenance condition are intended to limit local environmental impacts and to make the mitigation plan enforceable going forward.
