CDBG committee reports recommendations for 2025 funding allocations; staff to post full list online

A commissioner update to the Planning Commission on Feb. 26 summarized recent Community Development Block Grant (CDBG) advisory committee work. The committee reviewed applications and proposed allocations using the city's 2024 CDBG budget (about $480,000) as a baseline for 2025 planning; staff and the commissioner noted the final 2025 award from HUD will not be known until approximately late April.
The committee divided funds into three "pots": administrative funds for the city's grant administration; infrastructure investments including sidewalks and the northern tier trail extension; and public services. Committee members said 10 organizations applied (one later withdrew) and most of the competition centered on public services such as Haven House, MSU Safe Place and Tri-County Commission on Aging's Meals on Wheels program. Committee members reported that allocations were decided by majority vote on each award and that no single allocation was unanimous.
Commissioners asked where the public can view the funding recommendations; staff and the reporting commissioner said the full spreadsheet and recommended amounts have been posted to the city's website and are included in packet materials. The committee will forward its recommendations to City Council for final action, likely in two to three weeks pending the HUD funding notice.
Commissioners noted federal funding for CDBG has generally decreased over time and said the 2025 award may be smaller than in the past.
