Staff explained that the Planning Commission may authorize a single 12-month extension for an approved special use without holding a public hearing; the applicant requested that extension in a letter included in the meeting packet. The applicant was not present at the meeting.
Vice Chair Wagner moved to approve the extension and Commissioner Denault seconded. Commissioners approved the motion by voice vote with unanimous support recorded at the meeting: "Aye" from the commission and "Motion carries unanimously," per the transcript. Staff noted legal questions about the property seller exist but said those matters were outside the commission's procedural authority for granting an extension.
The extension allows the applicant additional time to establish the approved car wash before the special-use approval expires and preserves the previously approved conditions without initiating a new public hearing at this stage.
