Commission approves RFQ to seek managers/promoters for Fargo Civic Center; staff stresses 'as‑is' terms

The Fargo City Commission approved a request for qualifications (RFQ) to solicit proposals for professional event creation and management services for the Civic Center, directing staff to distribute the RFQ and screen applicants.

Staff said the RFQ’s schedule calls for a closing on March 28 and that a recommendation to the commission will follow in mid-April. The RFQ packet posted with the agenda is to be distributed on the city website and to parties known to have expressed interest.

City staff cautioned the RFQ is offered on an ‘‘as‑is’’ basis and does not guarantee any capital improvements. Michael (staff presenter) said proposals that require city-funded physical improvements would prompt the city to reopen discussions with the commission on capital commitments. Commissioner Strand asked whether sale of the property was contemplated; staff said the RFQ does not contemplate a sale and any purchase proposal would be a separate matter requiring commission consideration.

Commissioners discussed possible uses, including a low-cost conversion such as pickleball courts, and staff said the city would prefer to reserve upper-floor spaces for internal needs if viable. Staff also said prior experience renting the upper floors produced limited net revenue.

The commission approved the RFQ and the process for screening applicants by roll-call vote.

City staff will return with a recommendation after staff review of submissions; the RFQ notes the facility condition is ‘‘as is’’ and proposers are encouraged to inspect the premises.
