Commission approves 2025 federal transit program of projects; funding amount stated, future federal release uncertain

The Fargo City Commission approved the city’s 2025 program of projects under the federal transportation grant process referenced at the meeting as “section 5,307,” authorizing staff to submit the grant application that reflects available federal funding.
Julie Bubbleman presented the annual public hearing required to accept federal funds used for transit operations and capital needs. Bubbleman said the amount that appeared in the federal register was $1,288,000 for the city and that staff expects about another $1,800,000 to be released later, noting the federal announcement has so far released only a portion of the total allocation.
Bubbleman said the federal guidance requires allocating 1 percent of the award toward safety and security purposes and that the proposal in the packet is consistent with the adopted budget. Commissioners voted to approve the program of projects and authorize submission of the grant.
Commissioner Strand asked whether the grant funds were in jeopardy; Bubbleman said she had asked the Federal Transit Administration the same question and was told there was no clear answer yet and that the city was “in a holding pattern.” When asked what the city would do if funds were delayed or reduced, Bubbleman said the city would have to cut service if funding were not ultimately provided.
The commission approved the program by roll-call vote. No members of the public spoke during the hearing.
The action authorizes submittal of the program of projects consistent with the budget; final funding levels remain dependent on future federal releases and FTA decisions.
