"The funding pieces is really where some robust conversation... seemed to be circulating," he said.
Monholland said state funding for a new, universal subsidy appears unlikely; staff and the work group are therefore exploring incremental or shared approaches for minimizing cost impacts across sectors. The committee did not take formal action on First 15 at the meeting and expects a future update after KBOR staff gathers the requested data.
