Hampstead commission certifies 2024 county planning report and hears county master-plan updates

The Hampstead Planning and Zoning Commission on Feb. 26 voted to certify the town's information for the Carroll County Department of Planning's 2024 annual report, approved its Jan. 22 meeting minutes and received a county planning update.
A motion to certify the town's 2024 information for the Carroll County Department of Planning annual report passed following brief discussion; the commission also voted to approve the Jan. 22, 2025 minutes earlier in the meeting. The zoning administrator announced that bulk trash pickup in Hampstead is scheduled for March 15.
Andrew Gray of the Carroll County Bureau of Comprehensive Planning gave the county update. Gray said a fall amendment to the 2023 Carroll County Water and Sewer Master Plan that included a Hampstead item was approved by the Board of County Commissioners and is being routed to the Maryland Department of the Environment for final review. He said the spring 2025 amendment cycle closed Feb. 1 and that the county has multiple amendments under review, including entries related to the Hampstead PFAS system pump houses across several properties.
Gray also said the county's housing study and executive summary are now available online and that the county planning staff will convene working groups on housing, agriculture and economic development to translate studies into implementable master-plan changes. He reminded the commission that the county master plan covers unincorporated Carroll County and not incorporated towns such as Hampstead, Manchester and Taneytown.
Gray noted that public open houses on the county master plan have been held at multiple locations and that a Hampstead-Manchester outreach session was scheduled at the North Carroll Branch Library the day after the commission meeting, from 1 p.m. to 7 p.m. The commission did not take action on county-level amendments tonight- the town's role is to certify local information and forward it as part of the county process.
The meeting adjourned after a motion and second; the vote to adjourn was recorded as approved.
