Commissioners hear how capital improvements process, council points and donations shape greenway funding

Commissioners discussed how greenway projects move from planning into capital funding and how private donations can interact with Metro capital processes.

Donald Anthony of the Planning Department described the procurement of a consultant for a countywide ecological conservation strategy and said the procurement team is narrowing the study scope. He also reviewed the CIB process: departments and councilmembers submit projects for the CIB, each councilmember receives 100 points to allocate among CIB projects (with a 50‑point maximum per project), and the ranked results are provided to the mayor’s office as guidance for the capital spending plan.

Cindy Harrison explained that donations and private funding can support greenway work but that donations must follow Metro procedures: funds designated for parks typically go through the parks board and then to Metro Council for approval and acceptance. Harrison said a donation does not automatically mean a project will proceed without the necessary rights‑of‑way, easements or other feasibility steps, and that reallocating Metro funds requires council action. “There are a lot of things to consider… It would need to make sense in the bigger scheme of what the department has planned,” Harrison said.

Commissioners were advised to coordinate with Parks staff and council members if they want specific greenway projects added to the CIB; staff and commissioners noted that Plan to Play will inform departmental capital requests.
