Greenways staff outline Plan to Play update, public survey and late‑2025 target for final plan

Jeannie Nelson, chairman of the Greenways & Open Space Commission, asked staff for an update on the Plan to Play master‑plan revision, which Greenways Division staff described as the framework that will guide greenway and open‑space priorities for the coming years.
Cindy Harrison, representing the Greenways Division, said the department is preparing a “state of the parks” segment for the study, developing a public survey and planning public engagement meetings. Harrison said the last update to the master plan was in February 2017 and that the update will assess which past recommendations were implemented, identify challenges and set priorities going forward. “We are preparing a public survey… you all can help us get folks to fill that out,” Harrison said.
Harrison told commissioners she expects the public survey to be released in a matter of weeks and said the consultant team will interact with the commission, the parks board and other stakeholders during the public engagement phase. When asked about timing for the consultant work, Harrison said the department is targeting late 2025 for completion, possibly slipping into early 2026 depending on schedule. “Late ’25 is what we’re targeting,” she said.
Harrison listed topics the update will cover, including funding strategies, conserving open space, safety and maintenance, updated design standards (for example shifting from wood to concrete or steel structures), and marketing and outreach to broaden public input. She also said the division recently held an internal workshop with the commission to develop initial recommendations to send to the consultant.
Commissioners discussed the importance of coordinating the Plan to Play update with other Metro plans and studies, including an ecological conservation strategy and capital planning, so the master plan reflects funding and implementation realities.
The division asked commissioners to help publicize the survey and upcoming meetings through their networks once the engagement schedule is posted.
