Staff said a rezoning application is likely in the next few weeks and asked commissioners to expect a March discussion and public hearing process. Separately, staff provided status updates on solar projects: Booker's Mill is described as at "substantial completion," while the Cerulean and Moon Corner projects are advancing with panels and interconnection work. Staff said signing-agreement funds from the solar projects have begun to arrive and will help pay for renovations at the Coggin Building and tower infrastructure to expand emergency-radio spectrum for Northern Neck Electric.
A commissioner suggested obtaining drone footage of completed solar sites or scheduling a site visit once projects are finished so commissioners can see the results of long-running reviews. Staff said they could request a drone video from developers if a site visit would present quorum concerns.
Ending: Commissioners asked staff to continue monitoring the rezoning application, to return with suggested ordinance placement for any proposed lighting or sawdust provisions, and to report back on solar project completion dates and community outreach materials.
