Staff explained that building inspectors can confirm elements such as the switch box cover and smoke alarms but cannot perform the broader livability assessment the county wants. Commissioners discussed making the buyer responsible for hiring a certified home inspector, requiring submitted photos and a stamped inspection report attesting the unit’s livability, and placing the inspection requirement prior to the permit process.
Commissioner Bennett moved to change the wording from building inspector to certified home inspector and to authorize the county attorney to prepare the amended language for first reading at the next meeting. The motion was seconded and passed; commissioners asked staff to return a redlined ordinance for formal first reading.
