The Glendale Common Council voted unanimously to adopt a resolution vacating and discontinuing an unimproved portion of public right-of-way adjacent to 2510 West Good Hope Road and separately approved a certified survey map (CSM) that will incorporate the discontinued right-of-way into the development parcel.
City staff began the item by describing the review process and public notice. Meredith Perk, appearing by videoconference, said the council first initiated the vacation process on Jan. 13, followed a 40-day notice period and held the public hearing the council had advertised. Perk said the council previously vacated the cul-de-sac portion of the same right-of-way in November 2024 and the current action would vacate the remaining portion that extends “from range line to the parcel line of the 2510 Good Hope Road development parcel.”
The vacation would remove the unimproved lane from the city’s responsibility and allow the developer to own and maintain the street and the utilities beneath it. Perk described the intended outcome: the city would “relinquish all responsibilities for the road,” and the developer would become responsible for the street and underlying private utilities.
No members of the public spoke during the noticed hearing. Mayor Kennedy made three calls for speakers before the council closed the hearing. Alderman John Vukovich moved to close the hearing and later moved adoption of the vacation resolution; Alderman Shaw seconded both motions. The council voted by voice; the chair announced the motion carried.
The council then considered a separate motion to approve the certified survey map, which staff said had been recommended by the Community Development Authority. Alderman Doherty moved approval of the CSM and Alderman Gellhart seconded; the council approved the CSM by voice vote.
Action and next steps: the resolution vacating the right-of-way is adopted and the CSM is approved, enabling the developer to record the revised parcel configuration and assume maintenance responsibilities. The council record reflects no public objections at the hearing and no amendments to the motions.
Notes: The council record shows the initiation resolution was passed Jan. 13 and that part of the right-of-way (the cul-de-sac segment) had been vacated in November 2024. The certified survey map was presented to the council with a recommendation from the Community Development Authority.
