PBC approves proprietary equipment list for Newman Elementary School theater upgrades

The Permanent Public Building Committee on Feb. 24 voted to approve a proprietary equipment specification for theater sound and lighting upgrades at Newman Elementary School and related work at Elmwood, citing integration and quality‑control reasons.
Project staff said the theater scope is largely audio and lighting with little video or rigging work. The specification lists make-and-model items and retrofit modules for existing ETC dimming panels to convert incandescent circuits to LED fixtures. Staff explained that some dimming panels are modular and can be upgraded using manufacturer retrofit kits rather than replacing whole panels.
Brandon (project consultant) told the committee the goal of specifying make-and-model items was to avoid non-equal substitutions that can degrade performance or complicate long-term maintenance. "We don't want contractors to substitute for non-equal products," he said. He also described the dimming-panel retrofit: the theater currently uses incandescent fixtures, and the new LED-ready modules for the ETC panel are proprietary to that system.
Richard Cream (chair) moved to approve the proprietary equipment request as prepared for the Newman Elementary School theatrical systems upgrades (document dated Feb. 20, 2025); the motion was seconded by Rowan. The committee approved the motion by roll-call vote: Stuart Chandler, Bob Dermody, George Kent, Roy Ciaffiletti, Erwin Silverstein, Anne (member), Leanne (member), and Chair Richard Cream all voted aye. The motion passed.
Staff said contractors will still compete on installation and pricing even with make-and-model specifications, and that specifying certain manufacturers reduces integration risk and long-term maintenance complexity. Staff will proceed to include the approved specifications in the bid documents for the theater work.
