The Marshall City Council voted to enter a five‑year professional services agreement with TKDA for airport engineering, architectural and planning services.
Jason Anderson, City Engineer, explained the city solicited qualifications for a five‑year term as required by the Federal Aviation Administration and received proposals from TKDA of St. Paul and Bolton & Menk of Mankato. An RFQ review committee and the Airport Commission recommended TKDA unanimously for the five-year term, and Anderson noted the city has worked with TKDA since 1992. "We did receive submittals from both TKDA of St. Paul and Bolton and Menk of Mankato... The RFQ review committee did recommend to move forward with TKDA unanimously," Anderson said. The professional services agreement was reviewed by the city attorney and, as presented, does not itself obligate project funds — specific projects and associated costs will return to council for approval.
Councilmember Craig moved approval and Councilmember John seconded; the motion passed.
Ending: The agreement establishes TKDA as the city’s on‑call airport consultant for up to five years; project‑by‑project costs will come to council for authorization as projects are proposed.
