Elia Gutman, planning staff, told the council the house — built in the 1970s — had been used as a duplex for several years and that the owners applied for rental registration, which triggered the need to regularize the property with a conditional use permit. Gutman said the property lies adjacent to a general business district and a nearby R2 zone, and that the Planning Commission held a public hearing and recommended approval after receiving no public objections. "In staff opinion, it meets all the criteria that the ordinance imposes on approval of the conditional use permit," Gutman said.
Councilmember Jim moved to approve the conditional use permit and Councilmember Amanda seconded; the motion passed with the council recording the approval.
