House adopts several resolutions and introduces bills; Black History Month and other observances approved

House Resolution 24, presented by Representative Lightner, declared Feb. 15–22, 2025, as National FFA Week in Michigan; Lightner described the state's FFA chapter network and workforce-development role. House Resolution 25, introduced by Representative O'Neil, declared February 2025 as "2-1-1 month" to highlight the statewide helpline and resource navigation service; O'Neil described 2-1-1 as available "24 hours a day, 365 days a week." All of these resolutions were adopted by voice vote.
The House also approved two Senate concurrent resolutions related to a joint convention: Senate Concurrent Resolution 2 (providing for a joint convention) and Senate Concurrent Resolution 3 (adopting joint convention rules). Both concurred by the House during the motions-and-resolutions portion of the session.
On introductions, the clerk read a set of House bills introduced on the floor and referred to committees. Representative Schutti introduced House Bill 4089 to amend the Michigan Memorial Highway Act, referred to the House Committee on Transportation and Infrastructure. Representative Farhad introduced House Bill 4090 to authorize the State Administrative Board to convey state-owned property in Wayne County; that bill was referred to Government Operations. Representatives O'Neil, Young, Hope and Certiaglue introduced House Bills 4091–4094 addressing the Judicature Act, the Probate Code, the Uniform Condemnation Procedures Act, and the Revised Due Process Act (as read on the floor); each bill was read the first time by title and referred to the committees announced by the clerk.
The House took a ceremonial pause to recognize departing staffers and guests, including tributes to former staffers Peyton Wyatt, James (Jimmy) Johnson, and Molly Wingrove.
What happened next: The House adjourned with no further voting scheduled that day and stood adjourned until Thursday, Feb. 20, 2025, at 12:00 p.m., as announced by the majority floor leader.
