Board approves contract with Prosperity Group LLC to update personnel manual

The New Kent County Board of Supervisors voted Feb. 20 to authorize the county administrator to enter an agreement with Prosperity Group LLC for a comprehensive update of the county personnel policies and procedures manual, with an expenditure not to exceed $10,000.
Mr. Hathaway, a county staff member, told the board the work will compare the county's manual to applicable labor laws and review procedural topics such as types of leave and performance policies. The proposal from Prosperity Group was described as $2,500 per month, not to exceed $10,000; board members said the firm was recommended and had worked with the City of Richmond.
Supervisor Moyer moved to authorize the county administrator to accept the proposal and to appropriate up to $10,000 from the contingency reserve for the work. On roll call, Supervisor Pearson, aye; Supervisor Sears, aye; Supervisor Stewart, aye; Supervisor Moyer, aye; Supervisor Evelyn, aye. The motion passed unanimously.
Board members asked about the frequency of future updates. Mr. Hathaway said the county conducted a light amendment in 2022 and the prior comprehensive review was approximately in 2010–2012; he recommended periodic reviews because labor laws change frequently.
