Staff described the work-session grouping: Group A (the current day) contains a set of topics organized to fit the time available; Group B (the next day) will focus largely on MaineCare and related services; Group C (the following Friday) will cover children's services, developmental services, public health and the Fund for Healthy Maine. Staff also noted scheduling details: the Blue Ribbon Commission meets Monday at 11 a.m. and the committee's budget work will start at 1 p.m. that day.
Nixon and other staff described how each document includes line numbers, program codes, program names and justifications. The pink baseline document was described as a 24-page reference that shows current funding by program and is useful when evaluating proposed initiatives and language changes. Staff said some initiatives that had been discussed at public hearings are shaded to indicate prior coverage; the binder contains a crosswalk to help members find the corresponding language lines across documents.
Committee staff encouraged members, including new legislators, to ask questions during the session and said analysts and budget staff were available to provide clarification. Staff and committee members noted that the work sessions will run in and out of the room as members attend other committees and that the schedule is arranged to accommodate that reality.
