Public speakers at the meeting included a group calling itself Safe Samuels Library PAC. Samantha Good of that group criticized the board’s decision to spend public money on communications and said the action "is a clear breach of fiduciary duty and prioritizes political self‑preservation over the needs of our community." She called for the board to "immediately rescind this irresponsible proposal" and to redirect funds to library programming and infrastructure.
Other speakers urged the board to restore transparency and accountability, questioned the legality and purpose of a newly formed Warren County Library Board, and said Samuels Public Library’s financials are publicly posted on the library website. In response to criticism, Supervisor Jamieson said the county formed a library board to pursue information about service costs and procurement and criticized Samuels Library Incorporated for litigating to block the board’s formation.
