House of Hope told Warren County supervisors it is requesting $25,000 in county support for fiscal year 2026 and outlined the nonprofit’s services and recent caseload.
A representative from House of Hope — who identified program outcomes during the hearing — said the shelter served 19 men during the last calendar year and that the average stay was about 11.5 months. Of those 19, 11 were Warren County or Front Royal residents; the organization said 13 individuals were housed (moved into longer-term housing) after shelter stays.
House of Hope noted that the shelter’s capacity is 12 beds and that several months of last year it reached maximum capacity. The presenter said the shelter requires sobriety and routine checks (drug tests, breathalyzer) for residents, and that the program connects clients with local services including social services and peer supports through the Warren Coalition.
On funding, the speaker said the shelter had not yet received its county check for the prior year and that its operations run on a "shoestring" budget, supported by volunteers and one paid house manager; the organization asked the board to consider funding for repairs and operating needs and to support a transition to hiring an executive director for fundraising and outreach.
The transcript shows the shelter requested $25,000 for FY26 and notes the nonprofit received $13,000 in the prior year. No formal board action on the request was recorded in the meeting transcript.
