Board adopts bylaws change requiring procedures for emergency vehicle purchases; directs drafting of streaming requirement for county authorities

The Washington County Board of Supervisors adopted its bylaws and general policies for 2025 on Jan. 14, including a new Article 16 that sets procedures for emergency-service vehicle requests, and approved the county budget and holiday calendar.

Mr. Snodgrass (staff) reviewed Article 16 changes, saying departments must establish and document need for vehicle requests, show alternate funding avenues, provide two purchase options with estimates, route requests through the emergency services coordinator for placement on the board agenda, and sell replaced vehicles with proceeds applied to new purchases. The bylaw language also notes preference for used vehicles first and demo units second, encourages use of the Department of Annual Fire Fund, requires cooperative procurement where applicable and dual titling where required.

Supervisor Tim Stevens asked staff to draft a separate bylaw amendment requiring county-appointed authorities to stream their meetings and post agendas online so the public can view them; he said the board would host authorities in the boardroom and provide IT support if needed. The board agreed the service authority and several other authorities already stream or are moving toward streaming.

The board’s motion to adopt the bylaws and operating procedures explicitly included approval of the county budget and the holiday calendar, and it also included direction that staff return with language to implement Mr. Stevens’ streaming proposal for a future bylaws revision. The board approved the motion unanimously, 7–0.

Ending: The change establishes a documented process for emergency vehicle funding and signals the board’s interest in greater online access to authority meetings; Mr. Stevens’ streaming requirement will return to the board as a drafted amendment for future consideration.
