Barnstable County Registry of Deeds outlines modest FY26 budget increase, touts digital services

John Mead, Barnstable County register of deeds, presented the Registry’s FY26 operating request on Feb. 26 and described services, recent technology upgrades and revenue forecasting.

Mead said the registry now records and stores documents digitally, offers e-filing, and recently launched a consumer notification service that emails people when a document with their name is recorded. "The minute your name comes up in our system, you're gonna get an email that identifies the document that was recorded," he said.

On staffing and efficiency, Mead said the registry has reduced headcount substantially over decades: "When I first came on board ... in 1989, there were 53 people on the payroll. We now have 19."

Revenue outlook and FY26 request: Mead described revenues that flow through the registry, including recording fees and an excise tax on real estate transactions that funds a large portion of the county budget. For the current fiscal year he said the registry underestimated combined excise and business revenue of $13.5 million and now expects to exceed that estimate by "$3 to $4,000,000." For FY26 the registry recommended a conservative planning figure of $15,000,000 in combined excise and business revenue, an increase the register said the office regards as attainable.

Mead said the proposed registry budget has only grown modestly in recent years—about 2% over five years—and that most fiscal pressure this year reflects personnel costs, COLAs and fringe increases. He emphasized the office’s role in preserving property records and facilitating secure online access.

Delegates did not ask questions during the presentation; the assembly moved on to the next departments' budget presentations after the registry concluded.
