Board approves appointment, backs BEAD broadband grant applications and sets boundary-adjustment hearing

The board approved the consent agenda by roll call (7 ayes). The board then appointed Scott Woodrum to the Fairview District Home board to replace Alex Strickler, who cannot serve on both entities; that appointment passed by roll call (7 ayes).
The board also adopted resolutions and provided letters of support for three internet service providers applying for federal Broadband Equity, Access and Deployment (BEAD) program funds: GigaBeam, Citizens Telephone and Ziatel. County staff told supervisors BEAD funding is awarded to providers, application areas are predetermined by the program, the federal allocation passes through the state, and the current BEAD minimum standard for eligibility uses a 120 Mbps download threshold. Staff said there is no required local match and that provider support from localities adds application points. The board voted to adopt the resolutions and provide letters of support (7 ayes).
Finally, the board voted to set a public hearing on a proposed “friendly” boundary adjustment with the town of Christiansburg for a 1.084-acre parcel owned by a company associated with Roger Woody. County staff said the parcel adjoins town-owned properties near Life Bible College and has limited access from the county side; the adjustment would move the parcel into the town’s jurisdiction and is intended to allow development of R‑1 housing contiguous with town property. The board approved scheduling the public hearing (7 ayes); staff said any subsequent boundary-adjustment agreement would require a court order to finalize the change.
